William Foster, book (10Mb) "The CIXtra Papers: Telecommunications Act of 1996 and Internet Service Providers (ISPs)" Between 1996 and 2001, William Foster was the government editor for the Commercial Internet Exchange, the world's first Internet Service Provider Association. In this role, he documented the evolution of the Telecommunications Act of 1996 from its inception in Congress, through its interpretation by the FCC and the courts.

China’s Next Generation Internet: The Adoption of IPv6   China is taking a leadership role in driving the adoption of Internet Protocol version 6 (IPv6). Eight Chinese government organizations have joined together in an Expert Committee to oversee the construction and trial of China’s Next Generation Internet (CNGI). In 2006, the CNGI will connect 100 universities, 100 research institutes, and 100 enterprises using the IPv6 protocol.
